Enhanced Learning Credits Administration Service (ELCAS) is a UK Ministry of Defence scheme that helps fund lifelong learning for armed forces personnel, including those currently serving and those who have transitioned out of the military.

What funding is available?

ELCAS provides funding for up to 80% of the course fees for approved courses. Delegates are required to make a personal contribution of at least 20% towards the total course cost. Please note ELCAS funding does not cover costs in relation to travel, food or accommodation.

Eligibility for claiming ELCAS, and the amount you can claim, is based upon the time you have completed eligible service and, if you are a service leaver, when you left.

How do I claim ELCAS funding?

Funding via ELCAS is available to members of the armed forces who meet specific criteria.

To find out if you are eligible for ELCAS funding you can submit an application through the ELCAS online portal. The Enhanced learning Credits Claim Form for serving personnel can be found here, and the form for service leavers can be found here.

The form will ask for information such as personal details, your service number, and enlistment date. Those no longer in service are also required to provide information such as evidence of their last day of service and a utility bill.

You will also be asked for Intertek’s Learning Provider ID, which is 14396

How can Military Personnel book an Intertek ELCAS course?

Following approval for funding ELCAS will give you a Claim Authorisation Note (CAN) which you should email to Intertek. This will allow us to process your booking.

How long in advance of the course should I submit my claim to ELCAS?

For funding towards our Lead Auditor training course, Auditor Conversion course or ISO 9001 Internal Auditor training course, we recommend you submit your claim to ELCAS at least 6 weeks before the course start date to allow time for your ELCAS application to clear.

Are Retrospective ELCAS claims permitted?

It is important you choose your course carefully as we can only accept bookings for the course details on your CAN. Retrospective ELCAS claims are not permitted.

When is my personal contribution due?

Your personal contribution for the course is due 14 days prior to the course date, or immediately if the course starts sooner.
